A bylaw to set the 2017 Toll Rates for the District. (Bylaw 241)

The Trustees of the Rutland Waterworks District Enact the Following:

1. For purposes of this bylaw, “QUARTERLY” means a three (3) month period, consisting of ninety (90) days.

2. That effective the 1st day of January, 2017 the following domestic water toll rates shall apply:

(a) Single Dwellings $55.32 per QUARTER for the first 15,000 gallons;
$1.75 per thousand for the next 24,000 gallons;
$1.98 per thousand for the next 30,000 gallons;
$2.64 per thousand gallons thereafter.
Unmetered $92.16 per QUARTER flat rate.
(b) Duplex / Triplex
(Strata units included)

$55.32 per QUARTER per unit for the first 15,000 gallons per unit;
$1.75 per thousand gallons per unit for the next 24,000 gallons per unit;
$1.98 per thousand gallons per unit for the next 30,000 gallons per unit;
$2.64 per thousand gallons thereafter.

Unmetered $92.16 per QUARTER, per unit, flat rate.
(c) Apartment Buildings

(e) Motels / Hotels $22.38 per QUARTER per unit for 9,000 gallons per unit;
$1.75 per thousand gallons per unit for the next 12,000 gallons per unit;
$1.96 per thousand gallons per unit for the next 30,000 gallons per unit;
$2.64 per thousand gallons thereafter.
(f) Commercial / Churches $48.84 per QUARTER per unit for the first 9,000 gallons per unit;
$1.75 per thousand gallons for the next 48,000 gallons;
$1.96 per thousand gallons for the next 30,000 gallons;
$2.64 per thousand gallons thereafter.

(g) Schools & Industrial & Institutional $293.55 per QUARTER for the first 90,000 gallons;
$1.75 per thousand gallons for the next 48,000 gallons;

(h) Firehall

$48.84 per QUARTER for the first 9,000 gallons;
$1.75 per thousand gallons for the next 48,000 gallons;
$1.96 per thousand gallons for the next 45,000 gallons;
$2.64 per thousand gallons thereafter.

3. PENALTIES: In order to encourage prompt payment of tolls, a percentage addition of 10% will be added to all unpaid tolls after due date, being at least fifteen (15) days from billing date.

4. That Bylaw 241 passed by the Board on the 21st day of November, 2016 is hereby Repealed

5. This Bylaw may be cited as the “Toll Rates Bylaw No. 241, 2016.”

Taxes (Bylaw 242)

A Bylaw for imposing taxes upon properties within the District and for providing for the imposition of a percentage addition to encourage prompt payment thereof.

The Trustees of the Rutland Waterworks District ENACT AS FOLLOWS:

1. For the year 2017 there is hereby levied the following Taxes:

a) A tax of $28.35 on all parcels of land classified into Group A.
b) A tax of $33.60 on all parcels of land classified into Group B.
c) A tax of $38.33 on all parcels of land classified into Group C.
d) A tax of $17.85 on all parcels of land classified into Group D.

2. The aforesaid taxes shall become due as of the 31st day of October, 2017.

3. That a penalty of ten percent (10%) of the amount thereof shall be added to all taxes remaining unpaid after October 31, 2017.

4. This Bylaw may be cited as the “Taxation Bylaw No. 242”.

What is the Money Used For?

The money raised through water taxes is committed to Capital Projects such as new wells, new distribution systems, and equipment purchases to maintain the existing water supplies of the District. Tax revenue does not pay for expansion due to development. The Developer pays for increased supply capability through capital cost charges.

Tax notices are mailed to the registered owner, and toll bills are mailed to the Owners, Agents, Merchants, etc. The computer billing system cannot merge these separate invoice addresses.

Transfers

A $35.00 refundable deposit is required when you open an account with Rutland Waterworks District. A $10.00 non-refundable transfer fee is also required.

RENTAL PROPERTIES: All rental property Water Toll accounts are being transferred into the Property Owners name when the current tenant moves out. This policy is being enforced to protect the Owners from uncontrolled water billing and service requests. The District is waiving the Transfer Fee for this transfer.

Call Outs

The standard after-hours call-out charge is $65.00. If a Rutland Waterworks District employee is called out (for example, to turn water on or off) outside of office hours (8:30 a.m. to 4:00 p.m. Monday to Friday) this charge will apply. There is no charge for emergency requests meeting policy guidelines.
